Trade barriers are a general term that describes any government policy or regulation that restricts international trade. They can take many forms and are classified in two main categories:
  • tariff barriers
  • non-tariff barriers

WHAT WE ARE DOING?

Trade Barriers issue is among one of the four task forces of the Business Council. The Secretary General had meetings with the officials from the Market Access department of the EU Trade Commission in Brussels to discuss the methodologies used (questionnaires for businesspeople surveys, reporting barriers, resolving barriers) and to lay the basis for future cooperation.

Following these consultations the Secretariat, together with the members of the Task Force, formulated the questionnaire (which you can download from here) following EU practices and also utilizing the relevant experience that some of our countries already have.

In the meantime, the Secretariat has started compiling specific trade-barrier information from the Market Access site, so that we can start developing a data base for BSEC countries. Please click here to download the updated list.  

While dealing with the various kinds of barriers-to-trade and with cross-border trade facilitation issues, the Secretariat also aims at promoting within BSEC the idea of establishing a Free Trade Area and facilitating the process thereof. This issue is a very operational tool for developing cooperation with the EU Trade Directorate, the OECD, World Bank, EBRD etc.

The Market Access Database is an important operational tool of the European Union's Market Access Strategy, supporting a continuous three-way exchange of information between the EU institutions, Member States and European business. The Market Access Strategy is a key pillar of the EU's Trade Policy which aims to reduce the obstacles faced by European exporters of goods and services. The Market Access Database is a free, interactive, easy to use service providing:



•  Information about Market Access conditions in non-EU countries.


•  A systematic way for the European Commission to follow up complaints from businesses about barriers to trade in non-EU countries.


•  A means of ensuring that our trading partners are abiding by their international commitments.


•  Better input for defining the EU's trade policy objectives on further trade liberalisation in the framework of the World Trade Organisation (e.g. Doha Development Agenda) and new free trade agreements between the EU and preferential partners (e.g. EU - MERCOSUR).

The Export Helpdesk is an online service, provided by the European Commission, to facilitate market access for developing countries to the European Union.


This free and user-friendly service provides relevant information required by developing country exporters interested in supplying the EU market.

The Trade Compliance Center, the TCC, in the U.S. Department of Commerce's International Trade Administration, is the U.S. Government's focal point for monitoring foreign compliance with trade agreements to see that U.S. firms and workers get the maximum benefits from these agreements.


The TCC is your one-stop shop for getting U.S. government assistance in resolving the trade barriers or unfair situationsyou encounter in foreign markets.
